Under the development initiative of the Guangdong-Hong Kong-Macao Greater Bay Area (GHMGBA), establishing a mutually complementary cooperation platform and jointly building a quality living circle are the key cooperation areas in the development of the bay area.
Chung Ying Street is a historical product of leasing the “New Territories” to Britain. The street is about 250 meters long, and 3 to 4 meters wide, where a unique management style of “one street and two systems” exists as Chung Ying Street is jointly owned by Hong Kong and Shenzhen. Chung Ying Street has the potential to develop The Greater Bay Area Quality Shopping, Tourism and Culture Area since it has the natural location advantage, the heritage of a cultural street and past reputation as a duty-free shopping paradise. At present, Chung Ying Street is unable to realize its commercial value due to its small economic scale, low attractiveness of products, declining commercial reputation and outdated internal and external facilities. Hong Kong and Shenzhen should jointly plan and develop a large-scale cross-border shopping mall to upgrade Chung Ying Street’s business environment, on the premise of maintaining the historic pedestrian street of Chung Ying Street. Making full use of the commercial advantages of border trade between Hong Kong and Shenzhen by establishing a high-quality shopping, tourism and culture area, as well as jointly piloting the cross-border e-commerce business with Shenzhen Sha Tau Kok Free Trade Zone and Yantian Port Free Trade Zone, are in line with the long-term development objective and the heritage conservation goal of Chung Ying Street and to the benefit of its residents in the new era of building the GHMGBA.
